Telegram Web is a good option for shared computers precisely because it does not install anything locally. Turn on two-step verification first, use a private/incognito window, sign out from your avatar when you finish, and if you forget, terminate the session remotely from Settings → Devices on your phone.
Open WhatsApp, pick the chat you want to migrate, tap More → Export chat and share the resulting file to Telegram. Telegram will parse the export and place the messages, images and videos into the matching Telegram chat with the correct timestamps.
Aggressive battery savers and manufacturer 'phone managers' are the usual culprit. Open Settings → Apps → Telegram → Battery, choose Unrestricted, and allow background data on both Wi-Fi and mobile networks. If Telegram is installed via APK, disable any auto-cleaning tools that force-stop background apps.
